Gelugor's Position: Bridge Landfall and University Town
Gelugor is where the Penang Bridge meets the island. Until then Gelugor runs on road and bus. Per Wikipedia (retrieved August 2026), nine Rapid Penang bus routes serve the suburb, Jalan Sultan Azlan Shah is the primary thoroughfare, and a 12.5 km dedicated cycling lane extends from Gelugor toward Queensbay Mall. The Tun Dr Lim Chong Eu Expressway — 17.8 km, completed 1985 per Wikipedia (retrieved August 2026) — runs along the periphery, linking north to George Town and south to Bayan Lepas.
The Light City on the Gelugor Waterfront
The largest single development in Gelugor is a joint venture between IJM Corporation and Singapore's Perennial Holdings. IJM announced on 11 August 2020 that The Light City carries a gross development value of over RM4.5 billion, and that IJM Construction had won a RM864.7 million contract to build an 11-storey retail mall and convention centre there, covering 3,548,000 square feet of built-up area across 19.5 acres, with construction from October 2020.
Per that same IJM announcement of 11 August 2020, the scheme comprises the mall, the Penang Waterfront Convention Centre, two hotels, a 28-storey office tower and the residential projects The Mezzo and The Essence. The Edge Malaysia reported in January 2024 that the convention centre had topped out with completion then targeted for the second quarter of 2025. No 2026-dated source confirming full completion could be found, so the project is not described here as finished.
