Bayan Lepas Property Market Outlook 2026: Airport Expansion & Mutiara Line

The Bayan Lepas property market is driven by two construction projects running at once: a Penang International Airport expansion taking capacity from 6.5 million to 12 million passengers a year per Buletin Mutiara (22 October 2025), and five LRT Mutiara Line stations planned along the Free Industrial Zone corridor. Both sit inside Malaysia's oldest electronics manufacturing district.

Why Bayan Lepas Housing Demand Is Industrial

Housing demand here follows semiconductor capital expenditure, not retail or tourism. Wikipedia (retrieved August 2026) dates the Bayan Lepas Free Industrial Zone to 1972, the nucleus of Malaysia’s electronics industry; the investment landing in it is current, not historic.

InvestPenang announced on 17 December 2021 that Intel had begun construction of a new production facility at Free Trade Zone Phase 3 in Bayan Lepas Industrial Park, as part of a US$7 billion (RM30 billion) expansion, with production from early 2024. The Star reported on 14 August 2025 that AMD opened a 209,000 square foot office and engineering lab at GBS by the Sea, sized for more than 1,200 employees.

Bernama reported on 2 August 2025 that GBS By The Sea itself is a RM296 million, 290,000 square foot building, fully occupied by AMD Global Services, Celestica and the Microsoft Knowledge Capital Centre, supporting over 1,000 high-value jobs, with a fifth Penang Development Corporation building — RM500 million and over 400,000 square feet — then under construction and 16 per cent pre-booked.

At state level, The Star reported on 10 March 2026 that Penang recorded RM22.4 billion in approved manufacturing investments in 2025, up 29 per cent on 2024, across 232 projects expected to create 24,633 jobs.

Penang International Airport Expansion

The airport is being rebuilt around Bayan Lepas rather than relocated. Buletin Mutiara reported on 22 October 2025, following a Malaysia Airports briefing to Chief Minister Chow Kon Yeow, that the expansion takes annual capacity from 6.5 million to 12 million passengers and aircraft stands from 16 to 28, with Work Package 1 then 71 per cent complete and Work Package 2 at 24 per cent.

Malay Mail reported on 18 July 2025 that Malaysia Airports Holdings targets completion by mid-2028. The traffic is already there: Penang Institute's Penang Economic Outlook 2026, published 15 April 2026, recorded 8,269,978 passengers at the airport in 2025, up 8.2 per cent year on year.

One caution on the cost figure. Buletin Mutiara reported the expansion at RM1.2 billion on 22 October 2025, while Malay Mail reported RM1.55 billion on 18 July 2025. Those are different published figures, and neither is averaged here.

The Five Mutiara Line Stations

Five of the Mutiara Line's stations are sited in or beside Bayan Lepas: S02 Permatang Damar Laut, S03 Penang International Airport, S04 Sungai Tiram, S05 FIZ South and S06 FIZ North. The line broke ground on 11 January 2025 with target operations in December 2031, per MRT Corp records compiled on Wikipedia (retrieved August 2026).

The Star reported on 13 January 2025 that SRS Consortium — Gamuda 60 per cent, Loh Phoy Yen Holdings 20 per cent, Ideal Property Development 20 per cent — won the first segment, a contract Railway Technology valued on 13 January 2025 at RM8.3 billion for 23.7 km of elevated viaduct, 19 above-ground stations and a depot.

Penang Property Talk's construction update of 23 June 2026, based on MRT Corp site imagery from May 2026, recorded the Penang International Airport section as among the most advanced work fronts, with piling, pile caps and pier columns visible.
