JMB rejected my renovation permit application - what actually counts as 'structural' in a condo reno?

Submitted a renovation plan to my JMB for approval (mainly wanted to hack a small section of wall to open up the kitchen to the living area) and got told it needs a structural engineer's letter before they'll even consider it, on top of the usual deposit and working hours restrictions.

Is this normal for any wall-hacking regardless of whether it's actually load-bearing, or does it depend on the building/JMB being extra cautious? I checked and the wall isn't between units, just an internal partition, but apparently in some buildings even that needs sign-off if it's near a shared column or beam.

For those who've renovated a strata unit - how long did the whole approval process take from submission to getting the green light? And did you have to pay for the structural assessment yourself even before knowing if the reno would be approved? Trying to figure out if I should just simplify my plan (skip the wall hacking) to avoid the extra cost and delay, or push through since I already have a contractor lined up.
