Strata title not issued after 5 years — what can I do?

Developer has been dragging their feet on strata title for my condo in Ampang. Bought in 2019, still no individual strata title.

What I've learned:

Under the Strata Titles Act 1985, developers must apply for strata titles within 12 months of Vacant Possession OR before selling more than 4 parcels (whichever is earlier). This is the law.

What you can do:
1. File a complaint with the Commissioner of Buildings (COB) — free
2. File with TTPM or pursue civil action
3. Join as a group with other owners — class action is more effective
4. Contact your state housing ministry
