# All New Property Launches in Malaysia, State by State

Developers launched **27,832 new homes in Malaysia in H1 2026**, 25.3% fewer than a year earlier, and only 16.6% of them sold in the period. Selangor led with 8,354 units, followed by Johor (6,697), Penang (2,878) and Kuala Lumpur (1,610). (Source: NAPIC Property Market Status Report H1 2026; checked 1 Oct 2026.) This guide lists notable named launches in each state, with developer, price and status, so you can compare options in one place.

Whether you are looking for a new condo in KL, a landed home in Selangor or a mixed development in Penang, the information below will help you narrow down your choices. Every named project is taken from developer announcements or press reports that we checked on 1 October 2026, with sources listed at the end. Prices and timelines change, so always verify them with the developer or your property agent before you commit.

## New Launch Market Overview: What to Expect in 2026

### Supply Pipeline Remains Robust

The pipeline is still large, but launches have slowed sharply. NAPIC recorded 64,487 new residential units launched in 2025, with a sales performance of 35.5% (Source: NAPIC Property Market Report 2025, as reported by Global Property Guide; checked 1 Oct 2026). In H1 2026, launches fell to 27,832 units and the sales performance to 16.6%. Developers are being more selective, and buyers are taking longer to commit.

| State | Units launched, H1 2026 |
|---|---|
| Selangor | 8,354 |
| Johor | 6,697 |
| Penang | 2,878 |
| Kuala Lumpur | 1,610 |
| Malaysia | 27,832 (-25.3% YoY) |

(Source: NAPIC Property Market Status Report H1 2026; checked 1 Oct 2026.)

Financing conditions are stable. Bank Negara cut the Overnight Policy Rate (OPR) to 2.75% in July 2025 and held it there at every 2026 meeting up to 3 September (Source: BNM Monetary Policy Statements, 9 Jul 2025 and 3 Sep 2026; checked 1 Oct 2026). First homes up to RM500,000 are exempt from stamp duty until 31 December 2027 under Budget 2026.

### Developer Sentiment is Cautiously Optimistic

Major listed developers still have sizeable pipelines. Sunway Property, for example, set a target of RM4.8 billion of launches and RM4.2 billion of sales for 2026. In the first half it launched RM2.7 billion and sold RM2.3 billion (Sources: The Edge, Feb 2026 and Aug 2026; checked 1 Oct 2026). Mid-tier developers are active in the affordable and mid-range segments, where first-home stamp duty relief supports demand. Infrastructure also matters. The Johor-Singapore RTS Link is nearly complete, the LRT3 Shah Alam Line opened on 29 June 2026, and construction of the MRT3 Circle Line is due to start in 2027. Together they support confidence in transit-linked projects.

### Key Regions of Activity

Most new launches in 2026 are concentrated in four regions:

- **Kuala Lumpur:** high-rise condominiums and integrated developments in the city centre, the KLCC fringe and established neighbourhoods such as Mont Kiara and Bangsar South.
- **Selangor:** a mix of landed homes and condominiums in Petaling Jaya, Shah Alam, Subang Jaya, Puchong and emerging corridors along the MRT lines.
- **Penang:** continued condominium activity on the island and larger township-scale developments on the mainland.
- **Johor:** landed homes, integrated developments and transit-oriented projects near the RTS Link.

Activity in Kedah, Melaka and Negeri Sembilan is also picking up, particularly in the affordable segment.

## New Launches in Kuala Lumpur 2026

Kuala Lumpur remains the centre of high-rise launches in Malaysia, although only 1,610 new homes were launched there in H1 2026. Projects tend to be condominiums and serviced residences, from under RM500,000 for compact units on the city fringe to well above RM2 million for luxury homes in Damansara Heights and the city centre.

Below is a selection of KL launches reported by developers and the press between 2025 and 2026. Each row has a source in the Sources section at the end. Prices and timings are as reported, so verify them with the developer before you commit.

| Project Name | Developer | Location | Type | Indicative Price | Status (as reported) |
|---|---|---|---|---|---|
| Pavilion Damansara Heights Phase 2 (Royal Suites, Imperial Residences) | Pavilion Group | Damansara Heights | Luxury residences | Royal Suites RM700,000 -- RM4,200,000; Imperial Residences RM5,070,000 -- RM10,200,000 (about RM2,000 psf) | Final phase; private preview April 2026; residential towers due for completion in early 2029 |
| Tuan Straits Residency | CPI Land | Salak Selatan | Serviced apartments, 840 sq ft (1,310 units) | From RM476,870 (about RM568 psf) | Previewed 8 March 2026 (40% booked in two months); official launch planned for 2H 2026 |
| M Aurora | Mah Sing | Old Klang Road | Serviced residences, 556 -- 1,019 sq ft (1,544 units) | Not disclosed (GDV RM660 million) | Officially launched 4 March 2026; Tower A (747 units) not yet launched |
| The Skies Kuala Lumpur | Shayher Group | Jalan Cheras | Serviced residences, 550 -- 800 sq ft | From RM499,000 | Launched March 2025; completion targeted early 2029 |
| Sunway Velocity 3 (Tower C) | Sunway Property | Cheras | Residential tower | Not disclosed | In Sunway's 2026 launch pipeline |

### What Stands Out in KL for 2026

Damansara Heights has the year's most visible luxury launch. Pavilion Damansara Heights has opened its second and final phase, averaging about RM2,000 psf. Further down the price ladder, Salak Selatan, Jalan Cheras and Old Klang Road have launches starting from below RM500,000, all with existing rail or highway access. Tuan Straits Residency, from about RM477,000, was 40% booked within two months of its preview.

Rail access is a recurring theme across nearly all KL launches this year. That includes existing MRT and LRT stations and the future MRT3 Circle Line, whose construction is due to start in 2027 with full operation targeted for 2032. Do not pay a premium for MRT3 access that is years away.

## New Launches in Selangor 2026

Selangor leads Malaysia in new launch volume, with 8,354 units launched in H1 2026. Relative affordability, expanding rail networks and mature townships attract both owner-occupiers and investors. Expect a mix of landed and high-rise projects across established and emerging areas.

| Project Name | Developer | Location | Type | Indicative Price | Status (as reported) |
|---|---|---|---|---|---|
| Zenia (ParkCity Damansara Phase 1) | ParkCity Group | Kwasa Damansara, Petaling Jaya | CondoVillas (643 units) and 3-storey ParkHomes (442 units) | CondoVillas from RM1,300,000; ParkHomes RM2,400,000 -- RM4,300,000 | Launched 28 March 2026; GDV RM2 billion |
| COVO | IOI Properties | 16 Sierra, Puchong (about 100 m from the MRT station) | Serviced apartments, 550 -- 1,130 sq ft (601 units) | RM250,000 -- RM696,000 | Launched May 2024; 65% sold; completion May 2027 |
| M Hana | Mah Sing | Puchong Perdana | Serviced apartments | Not yet announced | Listed as an upcoming 2H 2026 launch |
| Taman Selayang Mulia terraces | CPI Land | Selayang | 2- and 3-storey terraces | Not disclosed (GDV RM570 million) | Launch planned for Q2 2026 (as reported in March 2026; no later update found) |

### What Stands Out in Selangor for 2026

ParkCity Group's first phase at Kwasa Damansara is the headline township launch. The developer describes it as a follow-up to its flagship Desa ParkCity, with 442 ParkHomes and 643 CondoVillas in Zenia alone. For more affordable high-rise near the MRT, Puchong has several projects from about RM250,000; see our [Puchong property market outlook](/resources/puchong-property-market-outlook-2026). For landed stock in the northern Klang Valley, CPI Land plans 828 terraces in Selayang.

For a full listing of Selangor launches, see [new projects in Selangor](/new-projects/selangor).

## New Launches in Penang 2026

Penang launches jumped in 2026: 2,878 units were launched in H1 2026, up 79.9%, but only 9.8% sold in the period (Source: NAPIC H1 2026, as reported by Penang Property Talk, 29 Sep 2026; checked 1 Oct 2026). Limited land on Penang Island means launches there tend to be premium condominiums, while the mainland, particularly Batu Kawan, offers lower prices and larger homes.

| Project Name | Developer | Location | Type | Indicative Price | Status (as reported) |
|---|---|---|---|---|---|
| AVÉA | Eastern & Oriental (E&O) | Andaman, Penang Island | Residential (1,080 units) | Not published (GDV about RM1 billion) | Launched 11 June 2026 |
| M Amaya | Mah Sing | Batu Maung, Penang Island | Residential | From about RM530,800 (developer's site) | Launched 9 July 2026 |
| Mezon @ Park Enclave | Aspen Vision City | Batu Kawan | Freehold condominium, 862 -- 1,410 sq ft | Not disclosed | Show units unveiled April 2026 |
| Sunway Wellesley (serviced apartments) | Sunway Property | Seberang Perai (mainland) | Serviced apartments and retail | Not disclosed | In Sunway's 2026 launch pipeline |

### What Stands Out in Penang for 2026

On the island, E&O's AVÉA at Andaman and Mah Sing's M Amaya in Batu Maung are the main 2026 launches we could verify. M Amaya's launch coverage quoted prices from about RM480,000, while the developer's site lists from about RM530,800, so confirm the current price with the developer. On the mainland, the Batu Kawan corridor remains the most active area, anchored by IKEA, Design Village and the surrounding industrial parks. Mezon's two 47-storey towers are aimed at buyers and tenants linked to the Batu Kawan Industrial Park and Bandar Cassia Technology Park.

Penang's average house price rose only 0.2% in the year to Q2 2026, while launches surged, so be selective. Browse all available Penang launches at [new projects in Penang](/new-projects/penang).

## New Launches in Johor 2026

Johor launched 6,697 new homes in H1 2026, second only to Selangor. The Johor Bahru-Singapore Rapid Transit System (RTS) Link is the main driver. Malaysia's Transport Minister said in April 2026 that it would be completed by the end of 2026 and start operating in January 2027; in August he said the exact date and fare would be announced jointly with Singapore (Sources: The Edge, 3 Apr 2026; The Star, 18 Aug 2026; checked 1 Oct 2026). Projects near Bukit Chagar RTS station are among the most closely watched in the country.

| Project Name | Developer | Location | Type | Indicative Price | Status (as reported) |
|---|---|---|---|---|---|
| M Grand Minori | Mah Sing | Taman Pelangi, JB (about 3 km from Bukit Chagar RTS) | Serviced residences, 403 -- 835 sq ft | Phase 1 from RM390,000; Phase 2 from RM334,000 | Phase 1 launched September 2025 (85% of non-bumiputera units sold); Phase 2 not launched as of 17 Sep 2026, now targeted for Q4 2026 |
| Gen Sphere | Majestic Gen | JB city centre (about 700 m from Bukit Chagar RTS) | Serviced apartments, 459 -- 755 sq ft | From RM609,000 | Launched July 2025; fully sold by May 2026 |
| Erica Phase 2 @ Meridin East | Mah Sing | Pasir Gudang | Double-storey link homes, 1,601 sq ft | From RM425,000 | Launched 17 February 2026 |
| Permas Jaya condominium (reported as Tuan 5) | CPI Land | Permas Jaya, JB | Condominium | From about RM450,000 (about RM570 psf), as reported in March 2026 | Soft launch targeted for Q4 2026; GDV about RM1 billion |

### What Stands Out in Johor for 2026

The RTS Link is the dominant theme. Projects around Bukit Chagar and JB Sentral are aimed at people who live in Johor and work in Singapore. Gen Sphere, 700 m from the RTS station, sold out in under a year. Sunway Property is also planning a residential tower in its Bukit Chagar RTS transit-oriented development, which it values at RM4 billion.

Be aware of the supply risk. Johor had 4,222 unsold completed homes at the end of H1 2026, the most of any state, and nearly 10,000 unsold serviced apartments (Source: NAPIC H1 2026; checked 1 Oct 2026). Our [Johor property market outlook](/resources/johor-property-market-outlook-2026) explains where the glut is.

For landed buyers, Pasir Gudang's Meridin East offers double-storey link homes from RM425,000. The developer is explicitly targeting landed homes priced below RM500,000.

## New Launches in Other States 2026

The four states above account for most new launches, but other states are active too. We only name projects we could verify.

### Negeri Sembilan

Negeri Sembilan, particularly the Seremban and Nilai corridors, benefits from spillover demand from buyers priced out of southern Selangor. Sunway Property lists a RM2 billion Seremban Sentral transit-oriented development among its major projects.

### Perak

Sunway Property plans to launch the final landed phase of Sunway Bayu at Sunway City Ipoh in 2026.

### Kedah and Melaka

Both states see steady activity in the affordable and mid-range segments. We could not verify a specific named 2026 launch in either state, so none is listed here. Check the state housing boards and developer announcements directly.

## How to Evaluate a New Launch Before Buying

Not all new launches are equal. Before paying a booking fee or deposit, evaluate the project methodically. Here are the five key factors.

### 1. Developer Track Record

A developer's track record is arguably the most important factor in a new launch purchase. Unlike a subsale, where you can inspect the unit, a new launch requires you to trust that the developer will deliver what it promises, on time and to specification.

Look into the developer's past projects. Were they completed on schedule? Did buyers report significant defects? Are there ongoing legal disputes? Listed developers face more public scrutiny, but some private developers also have excellent records. Check forums, talk to residents of the developer's older projects, and review any available quality ratings.

### 2. Location and Connectivity

A new launch might look attractively priced, but if it has poor road access, no public transport and few amenities, both its long-term value and your quality of life could suffer.

Prioritise projects within walking distance of an MRT or LRT station, or at least with convenient highway access. Check what is nearby: schools, hospitals, shopping centres and parks. If the developer is marketing future infrastructure, such as a planned MRT station or highway interchange, check its timeline and status independently. MRT3, for example, is not due to be fully open until 2032.

### 3. Pricing Versus Market Comparables

Developers often price new launches above the surrounding subsale market, citing modern designs, better facilities and developer warranties. A premium is reasonable up to a point, but it should not be excessive.

Before committing, research the price per square foot (psf) of recent subsale transactions for similar properties in the same area. If the new launch psf is more than 15 to 20 percent above comparable subsale prices, question whether the premium is justified. Overpaying at launch can mean years of waiting before your property is worth what you paid. With only 16.6% of H1 2026 launches sold in the period, you have room to negotiate on incentives.

### 4. Facilities and Maintenance Costs

Large facility decks with infinity pools, sky lounges and gym floors look impressive in brochures, but they mean higher monthly maintenance fees. Before buying, ask the developer for the estimated monthly charge per square foot, and compare it with completed condos nearby.

Consider whether you will actually use the facilities. A development with a sensible, well-maintained set of core facilities (pool, gym, security, landscaping) often gives better long-term value than one with an extravagant but underused list.

### 5. Completion Timeline and Payment Schedule

For projects under the Housing Development (Control and Licensing) Act 1966, the statutory sale and purchase agreement sets the delivery period: 24 months from the SPA date for landed homes (Schedule G) and 36 months for strata units such as condominiums (Schedule H), unless an extension is approved. Late delivery entitles you to liquidated damages. Most buyers pay through progress billing, in stages as construction milestones are met. Some developers offer a developer-interest-bearing scheme (DIBS) instead, where the developer pays your loan interest during construction. Understand which structure applies and how it affects your cash flow; our [progressive payment schedule guide](/resources/progressive-payment-schedule-malaysia) explains the stages.

Be wary of projects with unusually long or vague timelines, as these may signal phasing risks or financing problems on the developer's side.

## FAQs About New Property Launches

### Q: What are the new property launches in KL in 2026?

Notable 2026 launches in Kuala Lumpur include Pavilion Damansara Heights Phase 2 (about RM2,000 psf), CPI Land's Tuan Straits Residency in Salak Selatan (from RM476,870, official launch planned for 2H 2026), Mah Sing's M Aurora on Old Klang Road (launched March 2026) and Sunway Velocity 3 in Cheras. Only 1,610 new homes were launched in KL in H1 2026, according to NAPIC. See [new projects in Kuala Lumpur](/new-projects/kuala-lumpur) for the current list.

### Q: What are the upcoming condo projects in Selangor?

Selangor launched 8,354 new homes in H1 2026, more than any other state. Recent and upcoming projects include ParkCity's Zenia at Kwasa Damansara (from RM1.3 million, launched March 2026), IOI Properties' COVO next to 16 Sierra MRT station in Puchong (from RM250,000, completion May 2027) and Mah Sing's M Hana in Puchong Perdana, listed as an upcoming 2H 2026 launch. Prices and timings change, so confirm with the developer.

### Q: What are the new property launches in Penang in 2026?

Penang launched 2,878 new homes in H1 2026, up 79.9%, but only 9.8% sold in the period. Island launches include E&O's AVÉA at Andaman (launched June 2026, about RM1 billion GDV) and Mah Sing's M Amaya in Batu Maung (launched July 2026). On the mainland, Mezon @ Park Enclave in Batu Kawan unveiled its show units in April 2026.

### Q: What are the best new homes to buy in Malaysia?

There is no single best project; it depends on your budget and goal. Prioritise developers with a record of on-time delivery, projects within walking distance of a working rail station, and prices close to recent subsale prices for similar homes nearby. Be careful in oversupplied segments: unsold completed serviced apartments rose to 23,375 units nationwide in H1 2026. Compare current projects on [SuperHomes new projects](/new-projects).

### Q: Is the booking fee for a new launch refundable if I change my mind?

For projects under the Housing Development (Control and Licensing) Act 1966, regulation 11(2) of the Housing Development (Control and Licensing) Regulations 1989 says a developer may not collect any payment, by whatever name, other than what the prescribed Sale and Purchase Agreement (SPA) provides. A booking fee collected before the SPA is signed is therefore not something the developer is entitled to keep, even though the practice is common. If you change your mind before signing the SPA, ask for a full refund in writing. If the developer refuses, you can complain to the enforcement division of the Ministry of Housing and Local Government (KPKT). Always get a receipt and keep the booking form.

### Q: When do I start paying for a new launch property?

Under the statutory SPA, the first 10 percent of the price is due when you sign the SPA. This is usually your own down payment. After that, you pay as construction reaches specific milestones, and your bank releases funds to the developer progressively: for example, 10 percent on completion of the foundation, another 15 percent on completion of the structural framework, and so on. Your loan repayments to the bank (principal plus interest) typically begin in full only after vacant possession is delivered. During the construction period, you may only need to service the interest on the amount disbursed so far.

### Q: What happens if the developer goes bankrupt before completing the project?

This is a real risk, though rare among established developers. If a developer abandons a project, KPKT may arrange a rescue developer, or buyers may seek legal recourse. Every licensed developer must also open a Housing Development Account for each project under the Housing Development (Housing Development Account) Regulations 1991. Buyers' payments go into this account, and withdrawals are restricted to project costs, which gives some protection. Choose developers with strong finances and a proven delivery record, and check that the developer holds a valid KPKT licence and Advertising and Sales Permit.

### Q: Can I negotiate the price of a new launch property?

Developers rarely cut the listed price, because it would undermine the pricing of other units in the project. Many offer indirect incentives instead, such as paying the legal fees for the SPA and loan agreement, stamp duty rebates, free furnishing or renovation packages, early-bird discounts and deferred payment plans. With only 16.6% of new homes launched in H1 2026 sold in the period, many developers have unsold units and room to negotiate on incentives, so always ask what is available.
